KATHERINE "KATE" SILVAS
CITY COUNCIL PLACE 4
Councilwoman Katherine “Kate” Silvas currently serves as Councilwoman, Place 4 on the Converse City Council. Elected to Place 4 in 2018 with 2,677 votes, Silvas was elected to Place 4 again in 2020 with 2,353 votes. She is the first former City staff member elected to City Council. Her main priorities are public safety, economic development, financial transparency and government accountability.
During her time on Council, Silvas has advocated for the creation of a Crime Victims Advocate Position for the Converse Police Department, pushed for increased financial transparency, and has pushed for better benefits for City employees. At her request, Converse is now recognized as a Purple Heart City.
Silvas served as the Executive Director of the Converse EDC for eight years. In that time, she recruited several Fortune 500 companies to Converse, including Walmart Neighborhood Market, O’Reilley’s and Circle K, among others. Silvas helped create Converse Goes Green Day; built a reserve fund balance of more than $2.4 M; led the creation of the City’s Comprehensive Master Plan and created a business retention program to assist local businesses. Silvas also worked with the local and State legislators on annexation plans to increase Converse’s boundaries by 300 percent.
Silvas served as the Assistant Director of the Seguin EDC and helped recruit Caterpillar to Seguin. This project created 1,500 jobs, the largest job creation project in the State of Texas at the time. Silvas’ career includes ten years on the team effort to redevelop the former Kelly Air Force Base (now Port San Antonio), where she helped attract Boeing, Lockheed Martin, Standard Aero. Her efforts for Port San Antonio helped in the creation of 15,000 jobs. Her efforts led to over $100M in cost savings to San Antonio taxpayers. Silvas has also served the City of San Antonio as a Budget Analyst.
Silvas attended Trinity University, earning a B.A. in Communications and an M.S. in Urban Administration.
Silvas has received recognition by the San Antonio Business Journal 40 Business Leaders under 40 and Leadership San Antonio. She is an accomplished writer and speaker. Her first book, You Are Not Alone (2017), is available on Amazon. She has also traveled to the former Soviet Union as a Christian missionary.
Kate and her husband, Emilio, live in Converse, Texas with their son. They are avid soccer fans and enjoy traveling as a family.
